February 14, 2024 in the conference hall of the State Scientific Institution “Center for Glacier Research of the National Academy of Sciences of Tajikistan” according to the Plan approved by the National Academy of Sciences of Tajikistan and the Plan of the State Scientific Institution “CGR NAST” held a scientific-practical republican conference dedicated to the theme “The importance of adopting a law of the Republic of Tajikistan on glacier preservation” and the announcement of 2024 – the Year of Legal Education.

This conference was attended by scientists and researchers, masters and doctoral students, representatives of the Majlisi Oli of the Republic of Tajikistan, the National Center for Legislation under the President of the Republic of Tajikistan, the Center for Strategic Studies under the President of the Republic of Tajikistan, the Committee of Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan and the state institution “National Museum” of the Executive Office of the President of the Republic of Tajikistan, the Institute of Philosophy of the National Academy of Sciences of Tajikistan etc.

Professor A. Kayumov, Director of the Center, made opening speech, thanking all participants and guests for attending the conference and active participation.

In particular, he stated that the adoption of this law is undoubtedly a significant achievement and necessity of our time in the period of glacier melting. It defines the process of activities of relevant institutions related to the most important and urgent topic of the day, namely glacier conservation, utilization of water resources originating from glaciers, as well as scientific research on glaciers for monitoring and processing of the glacier conservation sector.

The state policy on glacier preservation is aimed at protecting and maintaining glaciers as strategic sources of water resources for the benefit of the population, economic sectors, ensuring sustainable ecological balance, preserving habitats of rare and endangered species of flora and fauna.

It was added that the Law of the Republic of Tajikistan “On Glacier Preservation” can be divided into three main parts:

Glacier Preservation (Committee for Environmental Protection under the Government of the Republic of Tajikistan).
Water resources management (Ministry of Energy and Water Resources).
Scientific research of glaciers (National Academy of Sciences of Tajikistan).

The third chapter of the Law is dedicated to scientific research and monitoring of glaciers, which the state scientific institution “Center for Glacier Research of the National Academy of Sciences of Tajikistan” aims to implement its further comprehensive activities in the field of glaciology and cryosphere together with sustainable development partners. The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Honorable Emomali Rahmon in all his speeches and messages emphasizes the need to strengthen joint expeditions with sustainable development partners in order to prepare and conduct “2025 – International Year of Glacier Preservation”.

Representatives of the Majlisi Oli of the Republic of Tajikistan Mr. Rakhmonzoda Zoir and Mr. Odinazoda Hayot, who are one of the developers of the Law, spoke about the “Importance of adopting the Law of the Republic of Tajikistan on Glacier Preservation”.

Then the lawyer of the Center Samiev M. made a presentation on the directions (chapters, articles) and objectives of the adoption of the Law of the Republic of Tajikistan “On Glacier Preservation”. Also Safarov M., Head of the Department of Hydrometeorology, Glacier Conservation, Climate Change and Adaptation, Senior Researcher of the Center Ubaidulloi Ubaidulo expressed their opinion on the essence, goals and objectives of the adoption of the Law of the Republic of Tajikistan “On Glacier Preservation”.

It is worth to mention that the State Scientific Institution “Center for Glacier Research of NAST” regularly monitors glaciers by conducting multi-year observations and a set of studies, assesses and forecasts the natural state of glaciers, as well as the process of adverse impacts. It refers to the effects of climate change, the results of which are published in periodic scientific articles at national and regional levels, as well as through mass information (television and radio).

As a result of the conference, it was proposed to plant trees near the Yakkarcha glacier in coordination with the relevant ministries and agencies. It was also proposed to publish a collection of the best articles presented during the conference.

The following Resolution was adopted as a result of the Conference:

We, the participants of this Conference, declare that we will make a valuable contribution to the realization of the Law of the Republic of Tajikistan “On Glacier Preservation” and the “International Year of Glacier Preservation”.

The participants of the Republican Conference came to the following agreement:

Considering the fact that the Law directly defines activities on glacier conservation and rational use of water resources and melt water.

Recognizing the mutual benefits of the Law on Glacier Preservation, the position and activities of state bodies in the field of glacier protection, regulation of water resources use are clearly and precisely defined. According to the law, glacier protection is one of the areas to be addressed.

Considering the rational use of water resources, water resources protection is considered as one of the most urgent directions. The Law “On Glacier Preservation” clearly and comprehensively defines the activities of the Ministry of Energy and Water Resources of the Republic of Tajikistan, the implementation of which is timely and necessary.

The need to increase the role and responsibility of scientific institutions in accordance with Chapter 3 of the law in carrying out research works aimed at studying glaciers.

Significance of initiatives related to research work in the field of glaciology and cryosphere, including in cooperation with regional and international scientific and methodological criteria for glacier studies.

Support the initiative to hold the First World Congress of Glaciologists “Study and preservation of glaciers in the process of global warming: the state of glaciers and prospects for their study”.

Support the initiative to establish a state network for studying and monitoring glaciers at different altitudes.
